dc1: watchdog timeout

I've having trouble with a D-Link DFE-570TX 4 port ethernet card. The
first port works fine using either the dc or de driver, but the second
port will not carry traffic.
I first tried this with OpenBSD 3.0-stable (from a month or so ago), then
upgraded from 3.1 release branch today.
On 3.0-stable I had been using the de driver, as that's what won in
detection. The ethernet carrier signal was detected, but pings to a
machine on its subnet were failing. Eventually with "ping: sendto: No
buffer space available"
That led me to compile a new kernel commenting out the de driver to give
dc a try. This time, instead of the sendto: No buffer space available
error, the "dc1: watchdog timeout" errors appear.
The same behavior persists in 3.1. I've tried switching to a new cable,
as suggested in dc(4) with no change in behavior.
I've noticed that Oerrs increment in the output of netstat -I dc1 whenever
I try to ping over that interface:
