I've now tried the same test on a machine with 2 fxp nics and no ppp and the
results are the same, that is, when pinging large packets from a nat'd host
the fragments don't get network address translated.
 
Can anyone confirm?

BTW nat.conf looks like:
 nat on fxp0 from 192.168.2.0/24 to any -> x.x.x.x
pf.conf empty.
