openssh falling back to v1

Hi,
While checking my ssh installations, I've
found that a 2.8 w/ openssh 2.3.0 wont
recognize a remote 2.8+ current with
openssh 2.3.1 and it will fall back to
protocol v1 !
Is this correct?
