Indeed the case.  I have a Tecra 780 and IRQ 11 is taken by the PCI bus
but apparently is not marked as taken.  To top it off, you can't change
the PCI bus irq, either.  With the RAMDISK kernel, there were enough
devices not loaded (such as lpt0) that pcic0 ended up not being on 11.
When loading GENERIC, pcic0 ends up at 11.  I just disabled a built-in
serial port and that perturbed things enough to get pcic0 off irq 11 and
all is good.
