arch(1) change that effects perl build.

The perl build now uses the new -s flag to arch (and has for a week
or so now).  I just committed a change to the Makefile.bsd-wrapper
to check for the -s flag instead of blithely going on and making
an incorrect install directory.

So iF you see:
    arch: illegal option -- s
    usage: arch [-k]
    Error: you need to update /usr/bin/arch
    *** Error code 1

from make, now you'll know to install the new arch by hand...
