HTTP support on install disks

During the install phase, we ask the user to choose ftp/http/nfs/cdrom
etc. Well, if they select HTTP we still use ftp to hit ftp.openbsd.org
and grab the ftplist and other files. Is there any chance of getting
www.openbsd.org to support "~ftp/pub/OpenBSD/" as a legit URL? Purhaps
sites without FTP is rare but if we're going to offer the option, we
should at least make it work. Right?
BTW who owns www|ftp.openbsd.org? I think it would be nice if we also
edited that ftplist per the errors that cropped up.
