Can not install OpenBSD

Can anyone here help me to install OpenBSD ver. 2.2 ? 
	I've download all OpenBSD distribution sets from OpenBSD.ORG. 
And then, I made a bootable diskettle by using rawwrite utility. 
Next, I followed the instructions ( file INSTALL.i386 ) to begin install. 
Finally, I saw the congratulation message and the installation program told
me that halt the system and reboot. 
But, when I reboot the system, all I see is just the boot prompt ( boot>).
The system never coming up.
