Rework SIS IDE support. Unbreak the newest chips and fix issues with the
old ones. Original work by sos_(_at_)_freebsd, then adapted for netbsd by
bouyer_(_at_)_netbsd_(_dot_)_ Many thanks to Paul de Weerd <paul_(_at_)_mail_(_dot_)_me_(_dot_)_maar_(_dot_)_nu>
for problem report, providing url to the preliminary netbsd diff and
