Update to knu-cvsweb 1.104.1.45.

* TODO.knu, cvsweb.cgi: Revert MFZ: 1.103 -> 1.104 which introduced
a bogus bug.  As noone seems to need to use 0.X revisions, I'd just
drop it.  This should fix the "show only tags" feature.
