NEW: textproc/p5-Text-CSV

Hello,

here's a port for textproc/p5-Text-CSV, it's the Pure Perl counterpart of
textproc/p5-Text-CSV_XS. So it's easy for the NO_SHARED_ARCHS.

DESCR: Text::CSV provides facilities for the composition and decomposition
of comma-separated values. An instance of the Text::CSV class can combine
fields into a CSV string and parse a CSV string into fields.

Please test and commment. The port is attached.
