I tried it with 

MASTER_SITES=   ${MASTER_SITE_PERL_CPAN:=Module/}

and it works fine. We only use by-authors when we present a port of
something that hasn't been officially accepted into the CPAN
"NameSpace" and the file is only available from the author's homedir on
CPAN.
