Installing a library rpm: what is the last step please?


I'm trying to run a Linux binary on an OpenBSD 3.7-stable PC 
with redhat_base-8.0p4  installed, but it is missing libtiff:

So I have downloaded the rpm package, have run:

laptop72:redhat {520} rpm2cpio
~/3.7/desktop/rpm/libtiff-3.5.7-11.i386.rpm | sudo cpio -idv

and now have that library there:

laptop72:redhat {542} ll /usr/local/emul/redhat/usr/lib | grep tiff
 576 -rwxr-xr-x    1 root  wheel   264132 Aug 17 13:25 libtiff.so.3.5

Unfortunately the ldd output above hasn't changed yet.

Should I now just run /usr/local/emul/redhat/sbin/ldconfig
or do I have to chroot to somewhere before doing this?
