gettext breakage

Brad asked me to do a test package build run after removing the
shared lib inter-library dependency on libiconv from libintl.
(Which means, rather than linking with only -lintl and hoping for
libiconv to automatically be pulled in, you actually have to use
-lintl -liconv everywhere.)

Here's the list of ports that obviously or possibly break from
this change:

audio/gqmpeg ?
devel/libgtop,* gettext
editors/xemacs21 gettext
emulators/fuse-utils ?
games/bombermaze gettext
games/freeciv gettext
games/heroes gettext?
graphics/libgphoto2 gettext
net/gtk-gnutella message catalogs missing
net/pavuk,* message catalogs missing
security/mcrypt gettext?
www/php4/core gettext
x11/gnome/gedit gettext?
x11/gnome/libs gettext
x11/gnome/oaf gettext
x11/icewm gettext
x11/ion ?
x11/windowmaker message catalogs missing
x11/xscreensaver,* message catalogs missing

Note that some of these, in particular gnome-libs, have numerous
dependent ports, so the total number of ports affected by this is much
larger.
