p5-libapreq update and p5-Apache-Test (new)

Here's an update of www/p5-libapreq to 1.3.

I mailed the previous maintainer, and he's no
longer interested in maintaining the port.

It picked up a depency of p5-Apache-Test, I rolled up
a port of that, available at

http://bitz.ca/openbsd/p5-Apache-Test.tar.gz

I'm not sure what the policy is on the Apache 2.0 license
as far as the ports tree is concerned, and that's what Apache::Test
seems to be under now.
