Problem building PHP4 on 3.4

I am having a problem building PHP4 on OpenBSD 3.4. When it begins to 
configure, it ends with error: png.h not found. Png is installed and that 
header is in /usr/local/include/libpng. Earlier It wasn't finding libjpeg or 
libpng, but adding --with-jpeg-dir and --with-png-dir to the configure 
options in the www/php4/core/Makefile solved that.

So what do I do to make it find /usr/local/include/png.h so I can get this 
built?
