NTP Port Problem

I'm trying to get NTPd to work on my OpenBSD 3.4 system (ntpq 4.1.74). NTP is running and syncing with the appropriate stratum clocks but I am unable to get clients to get their time off of this OpenBSD box! I installed the package off the ftp port site and rebooted and modified my ntp.conf file as follows:
server 199.18.202.2 version 3
server 199.18.202.173 version 3
server 199.18.136.13 version 3
restrict default ignore
restrict 10.0.0.0 mask 255.0.0.0 notrust nomodify notrap
restrict 192.153.32.0 mask 255.255.255.0 notrust nomodify notrap
restrict 192.153.32.18 noquery nomodify notrap
restrict 192.153.32.3 noquery nomodify notrap
restrict 199.18.202.2 noquery nomodify notrap
restrict 199.18.202.173 noquery nomodify notrap
restrict 199.18.136.13 noquery nomodify notrap
restrict 127.0.0.1
driftfile /etc/ntp.drift
statsdir /var/ntp/

My clients are on the 10.0.0.0 network and should be able to sync but they respond back with an error. I've got other NTP servers on my LAN (running HPUX 11.00) that work fine no probs. Anyone have any thoughts? I'm desperate for an answer. Thanks very much for any help!
