Attached is an update for xmlsec port and submission for xmlsec-devel
port.

There are two branch now in XMLSec development, so I make stable (for
xmlsec 0.0.X version) and devel (for xmlsec1 1.0.X) xmlsec ports and
also create -doc SUBPACKAGE to handle the docs.

Please do test, comment and commit. Thanks.
