New port: textproc/p5-Text-Tmpl

Hello,

And this is my first contribution so far

P5-Text-Tmpl is the port of the Text::Tmpl Perl module, which is considered
to be a simpler version of Text::Template module (already in ports). It allows
for a built-in language with variables and flow-control (if, else, loops), 
and the format can be customized from within the Perl script.

I'm not aware of an existance of homepage for this module.
