devel/cook update to 2.21

Hope it's not too late for 3.2 yet.

Port diff is miniscule: version number bumped up, NEED_VERSION removed
(we don't want it anymore, do we?), patch line numbers tweaked.

BTW, is anybody using this port at all? Or was I the only user?
