Ports should never hardcode CC or use "cc" or "gcc" directly.
Instead, they should honour ${CC} (or ${CXX} for c++). Newer ports
that use autoconf are, for most parts OK. That's the older ports
(that don't use autoconf), or ones that uses a wierd build system
that are at risk (for example, qt3 doesn't honor ${CC} and ${CXX}).
