New port question

I'm porting the myrmigki simulator (a processor simulator for the
Hitachi SH). The distribution as is comes with GCC, newlib and binutils,
since its pretty useless if you cant compile your own code for it.
Is it reasonable to pull it in as-is, or should the author of the distrib
make available a version without gcc/newlib/binutils, and the port
build process will pull these in and build them for the correct flavor ?
