Instead of having to put an empty "no-configure" target explicitly, it
would be nicer to have a NO_CONFIGURE hook (similiar to the other NO_* hooks).

Most of this is just fixing spaces in .if and .endif statements in the
do-configure target (everything is nested one more layer because the
.if !defined(NO_CONFIGURE) applies to the whole target.
