It means to add those command that "make plist" already happened
to generate in your case. ${PREFIX}/info/dir is the index file
for info documents installed from ports. install-info(1) handles
updating this index. And if you include info/dir in the PLIST it
will be deleted when the package is uninstalled.

It is supposed to point to the person who will *maintain* this
port. ports_(_at_)_openbsd_(_dot_)_org is the fallback used if there is no
maintainer. I think we are reluctant to accept new ports that
don't have a maintainer. I am.
