2.8 Ports Woes

Excuse me if this is a repeat. I'm just straightening out my new
OpenBSD 2.8 box and not sure any mail got through.
Every port in /usr/ports bombs on every simple command.
Any 'mv' or 'chmod' or 'mkdir; and it stops, sometimes with
an error msg from excvp(), e.g.,
>> Checksum OK for unzip541.tar.gz. (sha1)
===> Extracting for unzip-5.41
mkdir: Is a directory
*** Error code 1
Stop in /usr/ports/archivers/unzip (line 1151 of /usr/ports/infrastructure/mk/bsd.port.mk).
*** Error code 1
Stop in /usr/ports/archivers/zip (line 1862 of /usr/ports/infrastructure/mk/bsd.port.mk).
*** Error code 1
I have:
* applied patches
* rebuilt the kernel
* rebuilt of /usr/src
* updated the ports tree
What have I forgotten here, please? Why can't I build any ports
without hand work?
