creating a simple port

I am trying to create a port of a simple application
that is a set of python scripts. Having read:
http://www.openbsd.org/checklist.html
I'm still not sure how to proceed, given
that after the configuration step ( a single
shell script that I placed in scripts/configure)
the package is "ready", I'm not sure how to proceed...
make install
yields:
# make install

make: cannot open Makefile.
*** Error code 2
Stop in /usr/ports/mail/getmail (line 1381 of
/usr/ports/infrastructure/mk/bsd.port.mk).
I've disabled both all of the appropriate steps in Makefile:
NO_BUILD= Yes
NO_INSTALL= Yes
NO_PACKAGE= Yes
NO_PKG_REGISTER= Yes
Any ideas or tempates I should llok at to cover the case
where the port is a simple set of scripts, that do
not need compiling?
