changelog 3.7 -> 3.8 is out of date?

Don't know if this is normal or not.  I am not complaining either way. ;)

I noticed the following phrase on http://openbsd.org/plus38.html :

"The following list sums up (almost) all the changes made up to May 9."

So, it is not the complete changelog up to today?  Asked differently, is 
the cited phrase true or false?
