Telephony software?

Is there any useable telephony software?
I don't mean IP-Telephony (even I would be happy for realy any hint about
that too!).

I like to call somebody and record the talk.
Windowstools provide such functionality so I like to know if there's any
software wich allows me to dial, talk and record the talk into e.g. a
WAV-File.

I didn't found any usefull information so if somebody has experience or a
hint for me please share your expereince.
