I do not know number 1, but I know that people in NetBSD need a lot of
code and affort to port Valgrind to NetBSD. So, as I assume it is
either the same or even harder on OpenBSD to port it, you'd need a lot
of affort to get Vagrind on OpenBSD. That all is an assumption, I did
not even check the portstree if it is there :) .
