apachectl is a script, when you try to stop the httpd it checks for a
pid-file, the path is specified in the script. On startup, httpd creates
a pid file in the path specified in the httpd.conf. If these differs
you'll get such an error.

If you have installed apache from ports, you may have apachectl and
httpd in both /usr/sbin and /usr/local/sbin. This may give rise to such
obscure errors.

All this of course assuming that you actually have httpd up and running :-)
