Problem Building Sendmail

[phusion <phusion2k_(_at_)_gmail_(_dot_)_com>]

I'm running OpeBSD 3.5. I've got a problem when trying to build
sendmail. I'm building sendmail from this directory:
/usr/src/gnu/usr.sbin/sendmail. I can make depend and make it fine,
but then get a problem when I try to make install it. Here's the error
message:

install -c -o root -g bin -m 444  Makefile op.me 
/usr/share/doc/smm/08.sendmailop
install: Target: /usr/share/doc/smm/08.sendmailop
*** Error code 71

Stop in /usr/src/gnu/usr.sbin/sendmail/doc/op (line 47 of
/usr/share/mk/bsd.doc.mk).
*** Error code 1

Stop in /usr/src/gnu/usr.sbin/sendmail.

The /usr/share/doc/smm directory doesn't exist. Then, I created the
smm directory, and ran make install again, but got the same error
message again. By the way I am doing this all as root, so I'm not sure
how to fix this. Also when I installed OpenBSD 3.5 I installed
man35.tgz.
