Well, as 'man named' says about -t option:
chroot() to directory after processing the command line arguments, but
before reading the configuration file.
So, if named chroots itself into /var/named-delegated directory, config
file locates in /etc/named.conf
named -t /var/named-delegated -u named -c /etc/named.conf
should do it.
