Replace new master.passwd and group with these from your old (3.3) machine.
Go to http://www.openbsd.org/faq/upgrade-minifaq.html -- in sections
"Upgrading from 3.3 to 3.4" and "3.4 -> 3.5" you have list of users/groups
which were added between these releases.
Remember to add new users' entries using vipw, not vi / joe / whatever.
