pf: antispoof blocks udp broadcasts?

Greetings,

It appears the antispoof rule is blocking the reception of rwho broadcasts 
originating from my machine. I have a rule:

antispoof log quick for sis0 inet

and the following filter event is being logged:

block in on sis0: 192.168.1.1.513 > 192.168.1.255.513:  udp 108

where sis0 is bound to 192.168.1.1/23

Is this expected behaviour?
