problem with "trivial gateway"

I am trying to do a Gateway using an OpenBSD box
it is supposed to be trivial, that's why i can't investigate too much on
internet, thats why I ask for your help, to give me some command to
determine the problem, or to tell me what am i doing wrong

172.16.9.99 is a Windows (yuck!!) and is trying to ping 64.35.160.129
( the default internet gateway ) trying to pass through the openbsd box....
and yes i can ping the 64.35.160.129 from the gateway
an idea just came to me and i did that probe.... andon-fmc is the
external address for the gateway....
