Security for mail on the road

My ISP's secure email constipation continues; so - I'd like to set up
a mailserver to meet the following requirements:
1) access to mail via POP3
2) able to send mail from Windoze client (laptop); in some locations
I'll have access to an SMTP server, but prefer to use my own.
>From my reading so far it appears I could set up a system that would
meet these requirements as follows:
1) install popa3d package
2) install stunnel package
3) configure sendmail to use SMTP Authentication
Am I on the right track, or barking up the wrong tree?
