However, current FVWM code is released under GPL, and new GPL code
being
ADDED to the OpenBSD tree is HIGHLY frowned upon (look at how much GPL
code has been actively removed this release). Therefore, not likely
to be seeing more recent versions of FVWM in OpenBSD's standard
release.

That is CLEARLY in conflict with the goals of the OpenBSD project. It
appears that this change was later backed out, but really, I don't
care. Read the follow up discussion; it demonstrates some of the
folly of an overly complex license.
Funny that people rarely seem to argue over the meaning of the BSD
license...
An Updated version of FVWM is in ports, if you don't like the standard
version that comes with OpenBSD. A number of other Window managers
are out there, too.
