I think what meant is:

A "DNS content servers" is a nameserver, which is hosting a domain.
The domain charter.net is hosted by those nameservers:

Those nameservers can only answer to queries on domains they host.

A "DNS resolver" is a nameserver, which resolves names of domains-records.
If you want to visit http://www.openbsd.org , your browser must know the
IP-Address of this webserver. Your browser sends a query to your "DNS resolver"
and gets the following back: 129.128.5.191. Now your browser can open a
connection to the requested URL.
