ALTQ to allocate bandwidth to essential services (email, ssh, http
inbound, etc), to what you can concievably need. Whatever's left goes
for the non-critical services: http outbound, unmapped ports, etc. When
users complain, tell them that the kazaa usage that you can't block is
causing the slowdown, and the user should go complain to coworkers, not
you.
