patch branch for 3.3 not available by anoncvs?

It seems like I remember reading something about this on the list, but I
can't remember what. I've gone to marc and searched misc for "patch
branch" and "stable branch" and a few others but have come up dry.

So, is the patch/stable branch for 3.3 not yet available by CVS? If it
is, anyone have an idea

    cvs checkout -P -rOPENBSD_3_3 src

gives me a complaint about not finding the tag (or was it module)? I've
tried with CVSROOT set to both anoncvs_(_at_)_anoncvs1_(_dot_)_ca_(_dot_)_openbsd_(_dot_)_org:/cvs and
anoncvs_(_at_)_anoncvs_(_dot_)_jp_(_dot_)_openbsd_(_dot_)_org:/cvs. Does /usr need a CVS directory in
it to start with or something?

If it isn't available, is the correct procedure then to download
ports.tar.gz, src.tar.gz, and sys.tar.gz and extract them to appropriate
places in /usr? Or is everybody just riding current?

(Incidentally, src.tar.gz and sys.tar.gz from ftp.jp.openbsd.org both
had zip crc errors.)

I've read the anoncvs, ports and packages, stable, and cvsup web pages,
also some of the man pages referenced (cvs, pkg_add, etc.) in those. Do
I need to re-read or do I need to read somewhere else?

Somebody hit me over the head with a clue stick.
