Ah, Texas... the state that brought us the glorious war lord King 
George II, executor of the Bill of Rights gutting Patriot Act, and 
architect of the largest intelligence agency that spies on its own 
citizens since the Stasi and the KGB.

Why am I not surprised?

Largely I think this will fail when it is realized that the state 
government itself is riddled with such technology, and would probably 
implode if forced to remove it.
