ftpd missing

I did a clean install of OpenBSD 3.2 from the server install floppy (floppy32B) on an i386 machine, which I intend to turn into an FTP server.
While configuring it, i discovered that ftpd is not on my system -- it has man entries, and is in rc.conf and inetd.conf, but it does not actually exist.  What did I do wrong?
