I believe you're looking for
http://www.openbsd.org/faq/faq7.html#SerCon. You can make an install
floppy that boots to a serial console, but I've had no problems just
blindly typing in "set tty com0" at the boot prompt for troubleshooting
purposes. Instructions for the boot floppy are in the archives.
