what is "tyler:named {23}"? is it part of your resolv.conf? if so, is it
a replacement for "nameserver <ns_ip>"? as far as I can tell, man
resolv.conf(5) doesn't list it as a valid statement. and it looks a lot
like a command prompt to me.
what are the contents of /etc/resolv.conf on the 10.1.1.18 machine? are
you trying to access a bryckwyndows machine from the web browser or an
external one?

same here.
