dude about my cibercafe solution

Im installing the servers for a cibercafe solution, but i have problems with 
implementing my idea, please see the scheme of the solution; i dont know how 
make this, please help me.

* each cable connection give IP adresss only by dhcp
* each cable connection has 4 dinamic IP adresses
* isnt possible modify the cablemodems
* is necesary distribute the IPs to the computers ( 4 Ips of each connection 
X 4  = 16 Ips )
* the computers must have internet and lan at the same time
