Sendmail Queues

When sendmail is started using rc.conf, it uses the flags "-q30m". This means check the queue every 30 minutes for mail. So why is it then when you send mail, it doesn't take 30 mins to send? Is this flag controlling when mail is sent? Should this be set really low for a busy mail server?
