this is not curious and it has nothing to do with the 'es' keymap :). it
is a functionality of csh that can be turned on by putting 'set filec'
in your .cshrc file.
openbsd activates this functionality by default for root and all new
user accounts using csh will inherit it from /etc/skel/.cshrc (if you
tell adduser to copy the skel files).
