multiple connections in isakmpd.conf not seen

I have recently upgraded from 2.9 to 3.2
I have multiple connections in isakmpd.conf i.e.
[Phase 2]
Connections= Net1-Net2, Net1-DMZ, Net3-Net4
Since upgrading to 3.2 only the first connection is seen and initiated
There are no error messages when running isakmpd -d -DA=99, there are no
references to further connections at all.
I have tried using a comma and a space to separate the connections but
neither works.
There are no syntax error messages either.
I have googled, errata'd but found nothing.
Which debug class should I be looking at? as in...
0 Misc
1 Transport
2 Message
3 Crypto
4 Timer
5 Sysdep
6 SA
7 Exchange
8 Negotiation
9 Policy
A All
(or of course a complete solution will also be accepted :)
