How can I stop kazaa, edonkey, emule, etc ??

Hi all,

  I have two openbsd 3.2 boxes on production: one for
firewalling pourposes and one for vpn with our
customers.

   Our users lately using programs like kazaa, edonkey
and emule to download massive programs and music. I am
really concerned because, they are using sometimes vpn
connection for this pourpose. How can I stop this with
firewall rules??
