Before starting up ntpd, you should run "ntpdate" using the "-b"
argument for force the time of day to be stepped using settimeofday()
rather then slewed using adjtime().
Under OpenBSD this can be done by setting the ntpdate_flags variable in
the /etc/rc.conf file with the appropriate arguments.
e.g:
ntpdate_flags="-sub -t 60 time.nist.gov"
