Serial Console wierdness

I'm trying to get a serial console working from one x86 3.2 box to
another. The target box is running getty on all console, tty00, and
tty01 output via my changes to boot.conf and /etc/ttys. I have not been
able to get any output to the "client" end via cu, tip, kermit, or
minicom.
I've tested that connections work with my linux laptop (9600, 8N1). I
can see boot messages, a login prompt (although logins don't work), and
can use the ddb as well.
Oddly enough, it doesn't work from either my client openbsd box or
another linux workstation. I've confirmed that all serial ports are
enabled in the bios, and have tried all available com ports. The
attempts always "connect", but just hang there.
Any ideas?
